The Responsible Data Center Development Act (A11560 / S10642)
Large data centers for AI and cloud computing use enormous amounts of electricity and water, and the cost of new power lines and grid upgrades can land on everyone's utility bills. This bill:
- Puts a one-year moratorium on new data center permits while the state reviews their environmental impact
- Requires utilities to bill large data centers as their own class of customer, so households don't absorb their costs
- Sets energy-efficiency goals, requires benefits for host communities, and sets labor standards for construction
